New rules to restrict delivery bikes from high-speed lanes in Dubai starting November 1

New regulations prohibiting delivery motorcycles from utilizing high-speed lanes on key roads will be put into effect by Dubai Police and the Roads and Transport Authority (RTA) on November 1, 2025. The goal of the action is to increase road user and rider safety, reduce accidents, and improve traffic discipline.

According to the regulations, delivery riders will not be allowed to use the leftmost lane on highways with three or four lanes, or the two leftmost lanes on routes with five lanes or more. There will be no lane limitations for delivery bikes on roads with two lanes or less.

The decision was made after careful cooperation with partners in the public and private sectors to ensure rider safety, according to Hussain Al Banna, CEO of the RTA's Traffic and Roads Agency.

To monitor and document adherence to the restriction on delivery riders using the two leftmost lanes on roads with five lanes or more, and the leftmost lane on roads with three or four lanes, RTA will collaborate with Dubai Police, Dubai's Department of Economy and Tourism, and delivery industry partners. In addition to the current signage that forbids trucks and heavy vehicles from utilizing high-speed lanes, prohibition signs will be erected on directional signboards to designate lanes that are only open to commercial motorbikes.

For the first infraction, riders will be fined Dh500; for the second, they will be fined Dh700; and for the third, their permits will be suspended. The first offense carries a Dh200 punishment, the second a Dh300 fine, and the third a Dh400 fine for exceeding 100 km/h on routes having speed restrictions of 100 km/h or higher.
