The UAE will set 15 as the minimum age for an electric scooter permit from January 1, 2027. Permits will be valid for three years under Cabinet Resolution No. 174 of 2026.
The new regulations cover electric scooters, e-bikes and mopeds, with the following requirements:
- Permits: Users must obtain a permit from the relevant licensing authority before riding.
- Registration: All three vehicle categories must be registered according to official procedures.
- Minimum age: Applicants must be at least 15 years old to obtain a permit.
- Dubai age restriction: Dubai's existing rules prohibit e-scooter use by anyone under 16. The new federal regulations do not clarify how the two age limits will align.
Rules for Crossing at Traffic Signals:
- Riders must stop at red lights and cross only when the signal turns green.
- They must not start crossing when the green light flashes.
- Riders already crossing may complete their journey safely.
Mandatory Safety Equipment:
Electric scooters must be equipped with:
- Front headlights and rear lights, including a red brake light.
- An audible warning device on the handlebars.
- Brakes on at least the rear wheel.
- Properly fitted tyres and securely fastened components.
- Secure and properly tensioned wheel spokes, where applicable.
Licensing authorities may also introduce additional safety requirements.
The new rules require riders to stick to routes approved by licensing or traffic authorities and follow the speed limits set for each route.
Electric scooters are prohibited on roads designated for motor vehicles. These requirements apply to both privately owned and rented mobility devices, with all users expected to follow the prescribed safety standards.
An electric scooter is defined as a motor-powered device with two or more wheels, designed for standing or seated use.
