Dubai launches new Home Ownership Programme for Emiratis and expats

The Dubai Land Department and the Dubai Department of Economy and Tourism launched a new home ownership initiative for Emiratis and expatriates in July 2025.

The First-Time Home Buyer Programme offers priority access to new property launches, preferential pricing and tailored mortgage solutions. In its first six months, more than 2,000 residents purchased their first home, with over 41,000 registering for the scheme.

The initiative supports Dubai’s Real Estate Strategy 2033, which aims to boost home ownership and double the sector’s contribution to GDP. Major developers, including Emaar, DAMAC, Nakheel, Dubai Properties, Meraas and Majid Al Futtaim, have joined the programme, offering priority access to off-plan units and discounted pricing on homes worth up to Dhs5 million.

Participating banks such as Emirates NBD, Dubai Islamic Bank and Mashreq Bank provide mortgage products designed for first-time buyers. Open to UAE residents aged 18 and above who do not own a freehold home in Dubai, the programme was launched during the UAE’s Year of Community 2025 to support a more inclusive property market.
