From February 1, 2026, the UAE Media Council will require all advertisers and content creators to hold a valid Advertiser Permit before publishing any promotional content. The rule applies to both paid and unpaid promotions across social media, websites, blogs, and other digital platforms.
Issued under Federal Media Law No. 55 of 2023, the regulation covers all media formats, including print, broadcast, online publications, digital ads, and sponsored content. The move is part of the UAE’s broader efforts to regulate its fast-growing media sector, improve content standards, attract investment, and support local talent.
The Advertiser Permit is compulsory for:
- All advertisers operating within the UAE
- Content creators visiting the UAE
- Individuals or entities promoting products, services, or content, whether for payment or not
In addition, organisations are required to ensure that any advertiser they collaborate with holds a valid permit.
Non-compliance could lead to fines and legal action in line with Cabinet Resolution No. (42) of 2025.
The Advertiser Permit seeks to:
- Improve advertising and content quality
- Safeguard the public from misleading or harmful material
- Encourage responsible and high-standard digital advertising
- Strengthen the UAE’s advertising industry and support local creators

The Advertiser Permit must be secured by February 1, 2026, and applies to both individuals and businesses publishing promotional content online, including on social media and other digital platforms.
