A new public safety law issued by Sheikh Mohammed bin Rashid Al Maktoum will take effect on June 1, 2026, aiming to improve safety standards, reduce accidents, and enforce safety measures at public venues under the oversight of Dubai Municipality’s Environment, Health and Safety Agency.
Public safety requirements for venues:
Venues must ensure proper equipment, lighting, ventilation, safe entry and exit, controlled crowd capacity, and safe noise levels.
Fire-fighting equipment, evacuation plans, first-aid supplies, trained supervisors, alarm systems, safety signage, and a safety management plan are required.
Safety rules also apply to maintenance work in occupied buildings and homes, and to electrical devices, equipment, swimming pools, and beaches.
Responsibilities of owners and the public:
Property owners, operators, and service providers must comply with the law and related regulations.
The public must follow safety instructions, cooperate with supervisors, use equipment properly, and follow evacuation procedures.
People must respect beach swimming hours, avoid restricted areas, and follow safety rules when using public equipment.
Handling explosives, fireworks, or toxic and flammable materials without permission is banned.
Hazardous materials cannot be placed in waste containers or interfere with bins, manholes, sewer pipes, or storm drains.
Products for human use, entertainment, or education must meet safety standards and include instructions in Arabic and English.
Violations and penalties:
Violations may lead to fines from Dh500 to Dh1 million, rising to Dh2 million for repeat offences.
Dubai Municipality inspectors can record violations, and individuals can appeal within 10 working days. All parties must comply within two years, with a possible extension.
