The UAE is introducing stricter driving test rules from January 1, 2027, under which learner drivers will automatically fail their practical test if they commit a serious driving error, even if they achieve the minimum passing score.
Currently, applicants must score at least 75% in both the theory and practical tests to qualify for a driving licence. However, Cabinet Decision No. 174 of 2026, approving Federal Decree-Law No. 14 of 2024 on traffic regulation, introduces tougher standards for practical driving assessments.
Serious mistakes that can lead to an automatic failure include losing control of the vehicle, hitting a kerb or barrier, ignoring traffic signs or signals, and making dangerous errors while changing gears. The updated rules aim to strengthen road safety and ensure learner drivers demonstrate safe driving skills before receiving their licences.
Learner drivers in the UAE will also automatically fail if an examiner must intervene to prevent a dangerous situation. The new rules take effect on January 1, 2027, and do not apply to earlier tests. Driving schools and licensing authorities must update their procedures, while retest waiting periods, fees and test termination procedures will be decided by the relevant authorities.
